Civil Solutions Engineering and Management, LLC (CSEM) was formed in 2016 to support construction activities throughout the state of Arizona. Since our inception, CSEM has been certified as a woman owned Disadvantaged Business Enterprise (DBE) and a Small Business Concern (SBC). Our staff is comprised of registered professional civil engineers, construction inspectors (QA/QC), and administrative staff. Our services include construction inspection & surveillance, construction administration & management, constructability design review, storm water pollution prevention plans (SWPPPs), CPM scheduling and schedule reviews as well as many other transportation and heavy civil construction services. We provide these services to private, local, state and federal clients through a variety of methods.
Meet The Team
Desiree has a strong background in developing new businesses. This includes the management of financial accounts, personnel, fleet, taxes, bookkeeping, and other office management duties. Over the past five years, Desiree has been involved with beginning phases of three limited liability corporations as well as the administrative duties with an Arizona based DBE firm, SWP Contracting and Paving, LLC., which has furthered her knowledge of construction administration. With the combination of construction administration and Desiree’s experience in small business practice, Civil Solutions Engineering & Management, LLC looks forward to establishing a foothold in the growing Arizona construction industry.

T.C. is a registered professional engineer with more than 17 years of construction and construction administration experience. During his career, T.C. has earned a reputation for his ability to partner with each stakeholder involved with the project. T.C.’s projects have received multiple Arizona partnering awards and four have been selected as the International Partnering Institute’s projects of the year. Though the projects were very different in nature, T.C.’s dedication to project success was the same. He has worked statewide in Arizona. A native to Arizona, T.C. looks forward to his continuation of making positive impacts in the growing Arizona construction industry.

Managing Member
John is a Registered Professional Engineer in the State of Arizona. During his professional career, John has obtained a vast range of civil engineering experience in both construction and design. John has worked with Pulice Construction (heavy civil contractor) as a Project Engineer, the Arizona Department of Transportation and multiple consultants as a Resident Engineer, the US Navy Reserve as a Civil Engineer Corps officer, and Amec Foster Wheeler as a Transportation Engineer. Through these various roles and experiences, he has been able to obtain technical knowledge in both construction and design as well as develop his leadership and conflict resolution skills.
John Halvarson, P.E.
CA/CM Group Manager
Michael is a Registered Professional Engineer with a background in both Construction Administration and Materials Management. He has over 7 years of experience as a Resident Engineer and was trained through the Arizona Department of Transportation’s (ADOT) Engineer-in-Training program. His construction experience includes ensuring compliance to all Federal and State standards including Environmental regulations, managing construction field offices and personnel, ensuring contractor compliance to contract documents, and construction schedule.

Sr. Resident Engineer
Dylan is a Registered Professional Engineer in the State of Arizona with a wide range of experience administering highway, bridge, and Local Public Agency construction contracts. In his most recent role as an Assistant District Engineer for ADOT’s Central District he was responsible for managing several construction field offices and providing guidance to Resident Engineers including help negotiating supplemental agreements and participating in the partnering issue resolution process. In all aspects of administering a project he approaches issues with a partnering mindset and works with contractors and stakeholders to find reasonable win-win solutions while being mindful of project budgets and goals.

Micah is a Registered Professional Engineer in the State of Arizona with extensive experience in construction and construction administration, having worked on heavy civil highway, bridge, and Local Public Agency construction contracts as the contractor and the owner's representative. Prior to joining CSEM, he held the role of Assistant District Engineer for ADOT’s Central District, where he was responsible for managing all construction field offices and providing guidance to Resident Engineers. Micah champions a "project team" approach, collaboratively working with all parties to find innovative and mutually beneficial solutions to project issues.

Sr. Resident Engineer
Jeremy is a Registered Professional Engineer in the State of Arizona with extensive experience in both construction administration and civil design. Prior to joining CSEM, Jeremy served as the lead roadway designer on various projects for the City of Minneapolis and other municipalities in Minnesota and as the lead roadway designer on three design-build projects which included preparing preliminary layouts and final design plans. Previously, Jeremy was a Resident Engineer for the Arizona Department of Transportation and was responsible for the construction administration of a wide range of projects varying from local government sign replacements to major highway construction. In this role, he gained valuable experience negotiating supplemental agreements and participating in the partnering issue resolution process. Jeremy successfully managed multiple projects concurrently, while leading a staff of supervisors, inspectors, and office staff.
