Civil Solutions Engineering and Management, LLC (CSEM) was formed in 2016 to support construction activities throughout the state of Arizona. Since our inception, CSEM has been certified as a woman owned Disadvantaged Business Enterprise (DBE) and a Small Business Concern (SBC). Our staff is comprised of registered professional civil engineers, construction inspectors (QA/QC), and administrative staff. Our services include construction inspection & surveillance, construction administration & management, constructability design review, storm water pollution prevention plans (SWPPPs), CPM scheduling and schedule reviews as well as many other transportation and heavy civil construction services. We provide these services to private, local, state and federal clients through a variety of methods.

Civil Solutions Engineering & Management, LLC is proud to introduce Desiree, whose extensive expertise in developing new businesses is a vital asset to our team. With hands-on experience in managing financial accounts, personnel, fleet operations, and bookkeeping, Desiree has played an instrumental role in launching three limited liability corporations. Additionally, her time working for a local Arizona contractor has deepened her knowledge of construction administration which has positioned our firm to thrive in Arizona's expanding construction industry. CSEM is committed to continue making a positive impact in the State of Arizona.

T.C. is a registered professional engineer with over 17 years of experience in construction and construction administration. Known for his collaborative approach, he partners effectively with all project stakeholders, resulting in numerous Arizona partnering awards and four International Partnering Institute's projects of the year. T.C. is dedicated to achieving success on every one of CSEM's project assignments. As a native Arizona, he is committed to making a positive impact in the flourishing construction industry throughout the state he calls home.

Managing Member
John is a Registered Professional Engineer in Arizona, bringing extensive civil engineering experience in both construction and design. His career highlights include roles as a Project Engineer with Pulice Construction, a Senior Resident Engineer with the Arizona Department of Transportation, and a Civil Engineer Corps officer in the US Navy Reserve. Additionally, he has worked as a Transportation Engineer with Amec Foster Wheeler. Through these diverse positions, John has gained valuable technical knowledge and honed his leadership and conflict resolution skills.
John Halvarson, PE
Vice President of Operations
Michael is a Registered Professional Engineer with a solid foundation in Construction Administration and Materials Management. With years of experience as a Senior Resident Engineer, he has honed his skills through the Arizona Department of Transportation’s (ADOT) Engineer-in-Training program. His expertise encompasses ensuring compliance with all Federal and State standards, including Environmental regulations, managing construction field offices and personnel, and overseeing contractor adherence to contract documents and construction schedules.

Senior Resident Engineer
Dylan is a Registered Professional Engineer in Arizona, bringing extensive experience in managing highway, bridge, and Local Public Agency construction contracts. As an Assistant District Engineer for ADOT’s Central District, he effectively oversaw multiple construction field offices, offering guidance to Resident Engineers in negotiations and issue resolution. With a strong focus collaboration, Dylan approaches project challenges with a partnering mindset, striving to achieve win-win solutions for contractors and stakeholders while staying aligned with project budgets and objectives.

Senior Resident Engineer
Jeremy is a Registered Professional Engineer in Arizona, bringing a wealth of experience in construction administration and civil design to the table. Before CSEM, he excelled as the lead roadway designer for various projects in Minneapolis and other Minnesota municipalities, as well as on three significant design-build projects. His prior role as a Resident Engineer for the Arizona Department of Transportation equipped him with essential skills in managing construction for diverse projects, from local sign replacements to major highway constructions. Jeremy's expertise includes negotiating supplemental agreements and leading a team of supervisors and inspectors, ensuring project success through effective management and collaboration.

Micah is a Registered Professional Engineer in the State of Arizona with extensive experience in construction and construction administration. His expertise spans heavy civil highway, bridge, and Local Public Agency construction contracts, where he has served both as a contractor and an owner's representative. Before joining CSEM, Micah was the Assistant District Engineer for ADOT’s Central District, overseeing construction field offices and guiding Resident Engineers. He believes in a collaborative project team" approach, working closely with all stakeholders to develop innovative and mutually beneficial solutions to project challenges.

Senior Resident Engineer
Cliff is a Registered Professional Engineer in Arizona with a wealth of experience in construction administration and material testing. With a strong background as Senior Resident Engineer for ADOT’s Central District and as a Project Engineer for the Illinois DOT, Cliff has successfully managed various highway construction projects, including multi-lane highways and bridge demolition and reconstruction. His expertise extends beyond construction, as he is also skilled in phase I studies and phase II design utilizing MicroStation and Geopak. Cliff's diverse experience makes him a valuable asset to any project.
